After the proclamation of independence of Slovenia and Croatia in June 1991, the dissolution of SFRY no longer posed a legal issue, but rather required finding a solution for its peaceful implementation. After the leaders of the republics failed to solve the Yugoslav crisis in a peac-eful way, despite the numerous meetings and support from the interna-tional community, the European Community got involved in resolving the Yugoslav crisis. On August 27, 1991, the EC with the consent of all parties in Yugoslavia decided to convene a peace conference on Yug-oslavia (August 1992 - International Conference on Former Yugoslavia (ICFY) under the chairmanship of Lord Carrington. The formation of the Peace Conference caused an international institutionalization of the Yugoslav crisis. It became a diplomatic stage set by the European Community on which the actors of the six republics were to present their political visions that will in turn be translated into a comprehensive and joint political decision.
